We should cordially recognise the co-operation of the Americans in the above- mentioned loan if they will waive their protest regarding the agreement already con- cluded at Peking, which only awaits Imperial sanction if that agreement be not endangered; and, further, if the American banks and European groups concerned come to a satisfactory arrangement. But the London branch of J. P. Morgan and Co. state that they have no information; and the British group state that they have no one whom they can approach in the matter, no representative of the American banks having arrived here. Please inform the United States Government of the above.
